Anotace: The article provides a theoretical and economic justification of the sequence of the process of strategic planning of tourism development on the basis of people-oriented, public-private partnership. The subject of the study is the characteristic of public-private partnership (PPP) as a means of implementing macroeconomic policy. The object of the analysis is the processes of interaction between state institutions and private entities in the field of tourism in Ukraine. The purpose of the study was to theoretically and economically substantiate the role of public-private partnership in the field of tourism for the implementation of the strategy of sustainable development of the region.

To achieve this goal, the following research objectives were identified: 1) to quantify the relationship between the dynamics of public-private partnership and the human development index; 2) to systematize the means of macroeconomic policy to intensify public-private partnership in the context of the Sustainable Development Goals. The research methodology is based on the method of comparing parallel series of two indicators, one of which is factorial and the other is effective. Indicators such as the number of public-private partnership projects in the field of infrastructure and the cost of these projects in the period 1990-2018 were selected as factors. The human development index for an individual country was chosen as a productive feature. The relationship between the signs and its direction were determined, based on the calculation of the Fechner index. The calculations allowed to reveal a significant direct dependence between the dynamics of PPP and the human development index in Ukraine.

The author proposes the systematization of sustainable development goals in the context of public-private partnership in the field of tourism, as well as detailed tools and instruments of macroeconomic policy to enhance it. The scientific and practical significance of the obtained results lies in the possibility of their use in the formation of development of strategies and plans for the implementation of public-private partnership at the regional level.
